Re. Green talks about the House debates on an energy bill allowing oil drilling as close as 50 miles from shore, except in Florida. The bill gives states the decision to allow drilling between 50 and 100 miles offshore. It also offers incentives for developing and using renewable energy and energy-efficient buildings. The bill goes on to require utilites to get 15 percent of their power from renewable sources by 2020.
